On another side of Balham Library - Waitrose car park = another local revolting sight. What’s going on?? Includes yet another green bin bursting with rubbish and discarded clothing on the ground! I reported this outdoor spot of Balham Library a long long time ago. It cleaned up for a while. The notice on the wall ‘No dumping etc etc’ is pointless!!-Ramsden Road, Balham, London
