Rubbish bags. This residential block always has rubbish like this out the front. There are zero public bins on this stretch of New Cross Road whatsoever, and it is a busy thoroughfare. So the public put their rubbish in these residents’ private bins, which then overflow, which also attracts flytipping more bags. On bin days, the collectors ignore the excess bags and flytipping and just leave it there, why?
